Resolution 9–Non Partisan Reapportionment Commission

Resolutions of the 2014 Constitution Party of Idaho

At Convention in Cascade, Idaho on August 2, 2014

TO INSIST UPON RESPRESENTATION OF THE UNAFFILIATED IN REDISTRICTING

RESOLUTION 9-2014 Constitution Party of Idaho at Convention

Whereas, under Article III, Section 2 (2) of the Idaho Constitution, upon a reason to reapportion the legislature, a commission for reapportionment shall be formed on order of the Secretary of State; and

Whereas, leaders of the two largest political parties in each house of the legislature shall each designate one member to the reapportionment commission; and

Whereas, state chairmen of the two largest political parties, as determined by the vote cast for governor in the last gubernatorial election; shall each designate one member to the reapportionment commission; and

Whereas, failure to appoint the commission within fifteen days following the Secretary of State’s order defaults appointment to the Supreme Court; and

Whereas, Unaffiliated electors as of January 2014, constituted 59.7% of all registered voters in Idaho but yet this majority is disfranchised entirely in the reapportionment of Idaho; therefore

Resolved, the Constitution Party of Idaho insists that the Legislature cause the Idaho Constitution to be amended placing appointment of the commission on reapportionment with the Supreme Court independent of the legislature and partisan parties altogether, thereby ensuring equitable districting for the Independent majority of Idaho’s citizens.
